More Scenes from TEPCO: Behind the Lead Boards

Not being a nuclear scientist or safety expert, I can’t attest to the optimum response to the emergency at the Fukushima plant.  I am interested in this photo released by TEPCO, however, dated March 27th, 15 days after the tsunami.  According to the caption, what we see here is:

Lead boards placed on the windows of Emergency response room with a base-isolation structure at Fukushima Daiichi Power Plant (to decrease radiation dose within the building).

I can imagine an expert saying a crisis like this involves a little bit of Rube Goldberg. On the other hand, the lead boards — like the photo we looked at the other day of the worker pointing out the notorious crack — leaves me anxious. Do I get less radiation if my head is below the top of the board?
